Benefit: You can use rafoie as an encounter power.

Overcharge: When you declare this power, you may roll 1d20.
♦10+: The attack's burst increases to 2 and on a hit causes 5 ongoing thermal damage (save ends).
♦9 or less: You suffer 5 ongoing thermal damage (save ends). You cannot save against this effect this turn.

You raise a conflagration to burn several targets at once.
4e Power Usage::Encounter  Psi, Thermal
4e Power Action Type::Standard Action	Area burst 1 within 10
Target: All creatures in burst
Attack: Level + 3 vs. Reflex
Hit: 2d10 + Wisdom modifier + twice your level thermal damage.
