New California Republic (Fallout Supplement)

The New California Republic, commonly referred to as the NCR, was founded north-east of Los Angeles, California, in the town of Shady Sands. Dedicated to Pre-War ideals, the Republic has had difficulty living up to its lofty promises.


History

In 2189, five territories (Shady Sands, Dayglow, Los Angeles, Maxson and Hub) banded together to form the New California Republic. Together, these territories flourished, maintaining a stable rule of law, political enfranchisement, a degree of security and a standard of living beyond the simple necessities. Many flocked to the NCR, and it rapidly expanded throughout California, eventually taking holdings in Arizona, Nevada and Baja Mexico.

As it expanded, the New California Republic was no stranger to war. Notable conflicts include wars with the Brotherhood of Steel and Enclave in 2246. Eventually, the Brotherhood's presence in California was largely destroyed, while other groups of the Brotherhood went into hiding, as in Nevada, or began acting independently and contrary to previous operating methods, as in Washington, D.C.

The NCR's forays to the south were much less successful. While the former Mexican territory had not yet forged a unified government, the region was independent and self-sufficient. Many smaller tribes were more than willing to trade with the Republic, though none wished to become part of the NCR, and a good many were quite suspicious of the descendants of the U.S.

New Vegas and the Legion

In 2279, Californian scouts encountered New Vegas, just weeks before the Legion's own scouts discovered the veritable oasis. To the Republic's dismay, New Vegas was solidly independent, under the command of the mysterious Mr. House. The NCR brought a portion of it's army to help "convince" Mr. House of the prudence of joining the Republic. As negotiations continued to stall, Caesar's Legion launched its assault on the profligates of New Vegas in 2281. In an attempt to win House's respect, the NCR moved quickly to fight the invading legionaries. The ensuing war became far more than just a battle over one small tribe. Quite soon, skirmishes were waged throughout the unclaimed territory between both nations. Neither side sought or received quarter.

The Society and Peace

With the brutal war against the Legion waging, the NCR stopped sending its scouts further north. However, the north came to them in the form of scouts from the Music Appreciation Society. In 2282, the Society discovered NCR settlements, and in short order began its own war with the Legion. The Republic was relieved to have another source of soldiers, though quickly the Legion's massive resource proved capable of stopping the combined might of the Californians and MApS. As casualties rose for all three tribes, a truce was eventually forged, so as to prevent the destruction of all involved. The peace treaty was signed in the only neutral area between all three nations: New Vegas. While the treaty did little to relieve any of the tensions between the Republic and Caesar's Legion, it has at least put an end to the bloodshed, for now.

The New Vegas Concord outlines firm borders for all three tribes, and any who unwittingly cross into the wrong territory are at the mercy of the invaded nation. While the Legion executes any and all trespassers, the Republic prefers to interrogate and imprison those it captures.

Principles

The New California Republic is dedicated to old-world values, ranging from freedom and privacy to security and political enfranchisement. The Constitution of the Republic promises a variety of rights, though the reality of living in a post-nuclear wasteland makes fulfilling all of these promises difficult at best. Here are the most important points:

  • Modeled after the government of the Pre-War United States, the NCR's government is split into three branches: Judicial, Legislative and Exectuive
  • Citizens of the Republic vote for representatives, who vote on legislation
  • Citizens and traders in NCR territory pay taxes, which pay for the military of the Republic
  • The Republic has created its own currency, in an attempt to break away from the use of Bottle Caps. However, Caps are valued much higher than NCR currency.

Technology

The Republic has access to a large amount of pre-war technology, from energy weapons to modified power armor. However, much of its army is armed with more conventional weaponry, to conserve the relatively difficult to reproduce energy ammunition.

As for civilian technology, they appear to have knowledge of irrigation. They can also maintain some pre-War transportation, such as the monorail at Camp McCarran. The NCR also had an extensive railroad network in the New Vegas area and in the Core Region

Aaron Kimball

Gender: Male

Species: Human

Class: Charismatic, Ambassador

Role: President

A controversial figure in NCR politics, former president Aaron Kimble is often reviled for his decision to maintain troops in New Vegas. Many blame this move as the cause of the bloody Second NCR-Society/Legion war. The brutality of the war eliminated almost any chance of his re-election. However, many overlook that his negotiations with Caesar's Legion and the Music Appreciation Society were what ended the war at all, before all three tribes had annihilated each other.

Today, Kimball serves as a diplomat, working closely with the Society. A number of reputable sources suggest he may be rallying for a renewed war against the Legion, though many doubt Kimball will make any headway.

Carlos Maxson

Gender: Male

Species: Human

Class: Tough, Dreadnought

Role: Military Commander

A nearly legendary figure in the NCR, Carlos Maxson is credited with having lead the charge against the Legion's survivors of the Battle of the Hoover Dam in the First NCR/Legion War. Today, he remains stationed in New Vegas, preparing for another attack against the Legion. However, many politicians fear his military preparations may provoke an attack from Caesar's Legion. Most him as a military has-been, pining for another chance at glory at the expense of countless innocent lives.

Relationships

  • Music Appreciation Society: Despite the apparent similarities between these two tribes, there are fundamental differences between their cultures which can cause friction at a later date. Whereas the Society holds that the government's function is to defend and provide for its populace, while the Republic believes the government needs only to fend off violent threats. While MApS is far more involved in the welfare of its citizens, the NCR maintains a system where citizens can make their own way, though NCR citizens often have difficulty negotiating for resources that are controlled by a few oligarchs. The two are allies and trading partners for now, though if for any reason the Republic falters, the Society will be far more likely to assume control than to help the NCR rebuild its government. The same also applies for the Republic, though . . .
  • Caesar's Legion: The New California Republic's war with the Legion was only exacerbated by fundamental differences in structure and beliefs. The Legion will not compromise its ideals by allying, or even trading with the NCR. While both sides respect the New Vegas Concord, each quietly prepares for the day when the treaty will not be enough to allow the tribes to coexist.
  • European Union: The NCR and EU are on relatively good trading terms, though the lack of access between these nations has made the relationship a distant one at best
  • People's Republic of Asia & Reborn Coalition of Soviet Nations: The Pre-War history of these three organizations still tempers the tribes' opinions of one another. Trade is limited and political relations are strained. The geographic separation of these nations is largely what allows them to cooperate as much as they do.
