Nationalities and Regions in Reign of Fire

In order to qualify for the benefits a certain region, characters must have been born and raised within the selected region. It is possible, however, for someone born and raised within one region to actually have been raised in such a way as to benefit from the traits of another region; these characters should be handled on a case-by-case basis by the gamemaster.
