The Shaman creates an numbing fog that causes his foolish foes to stistlessy stagger and stumble.
4e Power Usage::Daily  Primal, Zone
4e Power Action Type::Standard Action	Area Burst 4
Target: one enemy within 5 squares
Effect: The Utility creates an zone that last until the end of the encounter or until dimised as a minor action. The zone is an obsecure fog that grants concealment to allies standing in the fog. Your allies can see normally through the fog as if it isn't there. Enemy's in the fog take an -2 to all defenses.
