This page is of questionable balance. Reason: The wolf transformation needs careful rewriting. What happens to hit points and Hit Dice when you transform back and forth? What happens to your equipment? I can't use class "abilities", but what if I have a feat that grants spellcasting or superiority dice or other "class-like" features? Look at the careful wording of the Druid's wildshape, but note that if you use a similar mechanic, the race becomes overpowered.

Moon Fey

Often mistaken for lycanthropes, moon fey are icy shapeshifters of the Feywild.

Moon fey are a thoughtful and sometimes brooding race. They think through every move and are never hasty. They never see combat as the first or only option. Still, they are fiercely loyal and will protect anyone who took the trouble to protect them. But, they are a cold and cynical race and no amount of loyalty can make them over-look facts and logic. Although they don't look down at other(non-fey) races, they pity their barbaric ways. This quality probably led to all the prejudices against the moon fey even though they had the best of intentions in mind.

Physical Description

Moon Fey have a pale complexion and their skin is cold to the touch, their hair varies from silver, white and light grey. Their eyes have slitted pupils and the colors can vary from white to light blue and sometimes yellow. They have long pointed ears, like elves, but these are a bit higher, so they resemble more cat ears.

Because of their shapeshifting abilities, their emotions sometimes show as a change in their appearance, like an angry Moon Fey may snarl with a wolf snout, or a really happy one might wag his tail.

History

Moon fey used to live in the Feywild, but when they saw the turmoil in the Material Plane they could not sit and watch as many of their cousins. They adapted to the bitter cold of northern regions with their natural shapeshifting powers to not disturb the other inhabitants and so they would not be disturbed in return. They devised cunning, subtle plans to affect the world from afar, but nothing is subtle or cunning enough to stay unnoticed forever. As rash and impulsive as humans are, they attack the moon fey with the absurd notion that they where werewolves.

The moon fey eventually fought and won the war after they were certain there was no other way. They still mourn the loss of both races. This war did nothing to help the humans favor of the moon fey. Rumors and folk stories spread until the moon fey had to retreat to the more secluded North and couldn't carry out any more of their plans. But, proud as they are, the moon fey would not go back to the safety of the Feywild. They still try to carve their life out in the snow-buried North. With such small population(only about 1000) it's hard to gather food, but, it wouldn't be very much easier anywhere else.

Society

There isn't much of a society, with so little in numbers, they simply tend to take care of each other, and keep their race alive. They tend to live in tribes, where they are divided by the function they are most suitable to do, from hunters to shamans. The shamans are usually the spiritual leader of the tribe, sometimes even more important than the chieftain.

Sometimes some of them might leave the tribes, to look for a different life, or they may have to leave on an important journey for the tribe.

Moon Fey Names

Their names tend to resemble elven names a lot. But they sometimes also can have simple names that come from the moon, snow, and ice.

Male: Lunar, Frost-Bite, Blizzard, other Elven names.

Female: Luna, Flake, Crystal, Storm, other Elven names.

Moon Fey Traits

Ability Score Increase. Your Wisdom score increases by 1, and your Charisma score increases by 2.
Age. Like elves they reach physical maturity at about the same age as humans, their understanding of adulthood goes beyond physical growth to encompass worldly experience. They typically claim adulthood and adult names around the age of 100 and can live to be 750 years old.
Alignment. They tend to be lawful and good or neutral, but sometimes they may be simply neutral. They can sometimes be evil but hardly ever chaotic.
Size. Their height can vary from 5 to 6 feet tall. Your size is Medium.
Speed. Your base walking speed is 30 feet.
Darkvision. You can see in dim light within 60 feet of you as if it were bright light, and in darkness as if it were dim light. You can't discern color in darkness, only shades of gray.
Fey Ancestry. You have advantage against being charmed and magic can't put you to sleep.
Lunar Cold. Thanks to the years of living in cold, harsh mountains, you have resistance to cold damage and don't suffer from difficult terrain caused by artic or mountainous environments.
Trance. Fey don't need to sleep. Instead, they meditate deeply, remaining semiconscious, for 4 hours a day. (The Common word for such meditation is "trance.") While meditating, you can dream after a fashion; such dreams are actually mental exercises that have become reflexive through years of practice. After resting in this way, you gain the same benefit that a human does from 8 hours of sleep.
Shapeshifter. You are considered a shapeshifter. As an action, you can polymorph into a wolf as per the polymorph spell, except your Intelligence, Wisdom, and Charisma scores stay the same. You can return to your true form as a bonus action. You regain use of this trait once you complete a long rest.
Languages. You can speak, read and write Common, Elven, and Sylvan.

Racial Feat: Winter Fey

Prerequisite: Moon Fey Race, level 10

Some of the oldest and wisest moon fey were able to attain the form of a winter wolf after deep self-reflection and practice. When you change into your animal form you can become a winter wolf instead of a wolf. In addition, you now regain use of your Shapechanger racial trait when you complete a short or long rest instead of only a long rest.
