You confuse your foes with your hand motions to the point where their attacks lose their vigor.
4e Power Usage::Encounter  Martial, Weapon
4e Power Action Type::Standard Action	Ranged Weapon
Target: One creature
Attack: Constitution or Dexterity Vs. AC
Hit: 3[W] + Constitution or Dexterity modifier damage, until the end of your next turn, whenever the target makes an attack that doesn't include you as a target, the target is weakened for that attack.
