4e Power Usage::At-Will  Arcane, Weapon
4e Power Action Type::Standard Action	Ranged or Melee Weapon
Attack: Intelligence Modifier + 2 Vs. AC
Hit: 1[W] + ( if melee ) Strength Modifier, ( if ranged ) Dexterity Modifier. Increase damage to 2[W] at 21st level.
