You call a bolt of lightning down from the sky, jolting an enemy, and zapping those nearby.
4e Power Usage::Encounter  Primal, Implement
4e Power Action Type::Standard Action	Area Burst 3 within 20
Target: All creatures in area
Attack: Wisdom Vs. Fortitude
Hit: 1d8 + Wisdom modifier damage. The target takes a penalty to AC equal to your Intelligence modifier until the end of your next turn.
