A simple word is all that's needed to let an ally fly.

4e Power Action Type::Standard Action	Ranged 10
Target: You or one ally
Effect: The target flies a number of squares equal to his or her speed. If it doesn't land at the end of this movement, it floats gently to the ground without taking any damage.
