Hit: 1d4 + Intelligence modifier damage, and one ally adjacent to the target gains a +2 power bonus to his next attack roll. Reverse benefit: Hit: 1d4 + Intelligence modifier damage, and the target takes a -2 penalty to his next attack roll. level 21: 2d4 + Intelligence modifier damage
