You shoot your target's knee cap, or somewhere equally debilitating, making it hard for them to move
4e Power Usage::At-Will  Martial, Ranged, Weapon
4e Power Action Type::Standard Action	Ranged Weapon
Target: One Creature
Attack: Dexterity Vs. AC
Hit: 1[W] + Dexterity Modifier damage, and the target is slowed until the end of its next turn
