You suround a foe with a pillar of water, then drain the heat from it, turning it to freezing ice.
4e Power Usage::Encounter  Primal, Cold, Implement
4e Power Action Type::Standard Action	Ranged 20
Target: One creature
Attack: Wisdom Vs. Reflex
Hit: 3d10 + Wisdom modifier damage, and the target is immobilized until the end of your next turn.
Water Preferance: The target is entombed in ice. while entombed, the target is stunned, and attacks against it take a -5 penalty. Fire Preferance: when you hit with this attack, you may spend a healing surge.
