4e Power Action Type::Standard Action	Close Burst 3
Requirement: Invoke Cost: Cold
Target: Each creature in burst
Attack: Charisma Vs. Fortitude
Hit: 2D8+charisma modifier cold damage
Effect: You create a zone of frost in the burst. Creatures within the zone are slowed and gain vulnerable 5 cold.
Augment: Wall Effect: You create a dome of ice around the perimeter of the zone. The dome has 20 hit points and vulnerable 10 fire.
