You enchant your weapon with the power of frost and strike.
4e Power Usage::Encounter  Primal, Weapon, Cold
4e Power Action Type::Standard Action	Melee or Ranged Weapon
Target: One creature
Attack: Strength (melee) or Dexterity (ranged) Vs. AC (melee) or Reflex (ranged)
Hit: 2[W] + Wisdom modifier damage. The target is slowed.
Effect: All adjacent allies gain the water elemental invocation.
