4e Power Action Type::Standard Action	Ranged 5
Target: One creature
Attack: Charisma Vs. AC
Hit: 3d10 + Charisma modifier cold damage, and the target is slower (save ends). First Failed Saving Throw: The target is immobilized instead of slowed (save ends).. Second Failed Saving Throw: The target is restrained instead of immobilized (save ends).
Miss: Half damage, and the target is slowed until the end of your next turn
Effect: Each enemy within 2 squares of the target is slowed until the end of your next turn
