Physical Description
Draco-elves take on the base shape of their elven form. They have partially scaly skin, long, tough nails, slitted eyes, and may have horns thanks to their dragon blood. Less common traits such as Wings and a tail are rare but not unheard of depending on the individual. Draco-elves have the potential to be able to tap into the ancient power of their bloodline to assume a look more like a dragon than a humanoid. There have even been tales of Draco-elves with the strongest blood being able to shift into a true dragon form briefly, but records of such acts have been few in history and believed to be rumors.
History
Born to one parent being an elf and the other being a dragon, these creatures are great in a hand-to-hand fight and with magic. It's not exactly an unusual occurrence for some dragons to take on a humanoid form and get intimate with humanoid creatures such as humans and elves, some more consensual than others, so why has it only been the past century or so that these particular half-breeds have been popping up? Perhaps a story point for your character to be looking into, or perhaps it's simply an idle curiosity, or one born from a not-so-consensual pairing may even have no interest in their lineage at all.
Elves and Dragons both have very lengthy lifespans, plenty of time to accumulate worldly knowledge.
Society
Draco-Elves may have been shunned by their homeland for resembling a typically evil creature, or perhaps they were held in high regard because they were born into a good and kind family. For example, Gold Dragons tend to be altruistic, graceful, and wise, so it's unlikely their golden-scaled offspring would be looked upon with much fear by civilized societies, whereas Black Dragons are known to be the most vile-tempered and cruel of all dragons.
Dragons are inherently magical beings, and as such draco-elves are usually quick learners when it comes to magical knowledge.

Generally either Elvish or somewhat Dragon-like names
Male: Vakas, Balris, Tivnuss, Yldrays
Female: Sylrie, Farie, Sharyss, Mimrae
Draco-Elf Traits
The result of a trace of dragon in an elf's blood.
Ability Score Increase. +2 Intelligence, +2 Dexterity or Charisma.
Age. As the offspring of an elf and dragon, Draco-Elves tend to be very long-lived. They typically reach adulthood by the age of 100 and can live up to 1250 year old
Alignment. Inherent alignment varies depending on the color of a Draco-Elf's scales from their dragon heritage. Usually Chromatic lean toward evil whereas Metallic tend to be good, though there are certain exceptions, and your character's alignment may be influenced by a particular circumstance. In addition Do to be half elf they tend to lean strongly to the gentler aspects of chaos.
Size. Medium
Speed. Your base walking speed is 35 feet.
Draconic Ancestry. You have draconic ancestry. Choose one type of dragon from the Draconic Ancestry table. Your breath weapon and damage resistance are determined by the dragon type, as shown in the table.
Damage Resistance. You have resistance to the damage type associated with your draconic ancestry.
Breath Weapon. You can use your action to exhale destructive energy. Your draconic ancestry determines the size, shape, and damage type of the exhalation. When you use your breath weapon, each creature in the area of the exhalation must make a saving throw, the type of which is determined by your draconic ancestry. The DC for this saving throw equals 8 + your Constitution modifier + your proficiency bonus. A creature takes 2d6 damage on a failed save, and half as much damage on a successful one. The damage increases to 3d6 at 6th level, 4d6 at 11th level, and 5d6 at 16th level. After you use your breath weapon, you can't use it again until you complete a long rest.
Dual Heritage. You have proficiency in either Arcana or History.
Fey Ancestry. you have advantage on saving throws against being charmed, & magic can’t put you to sleep.
Keen Senses. you have proficiency in perception skill.
Trance. elves don’t need sleep instead they meditate deeply remaining semiconscious for 4 hours a day. (The common word for such meditation is “trance.”) while meditating, you can dream after a fashion; such dreams are actually mental exercises that have become reflexive through years of practice. After resting this way, you gain the same benefit that a human does from 8 hours of sleep.
