Disorienting Bolts Tsuku-Master 4e Power Type::Attack 15
Bolts of bright, red-colored lightning erupt around a number of foes and cause them lasting havoc if they are not careful.
4e Power Usage::Daily  Divine, Implement, Lightning
4e Power Action Type::Standard Action Ranged 10
Target: One, two, or three creatures within range
Attack: Charisma Vs. Reflex
Hit: 2d10 + Charisma modifier lightning damage, and up until the end of your next turn, whenever the target makes any attacks that do not involve you or your nearest ally in them (including oppurtunity attacks), then the target takes extra lightning damage equal to 2 + your Charisma modifier.
Miss: Half damage.
Oni-Obake: The extra lightning damage whenever the target makes an attack that does not involve you or your nearest ally in it is a save ends effect instead of just lasting until the end of your next turn. Noppera-Obake: After making this attack, you may make a free saving throw roll against one ongoing effect. You get a +5 bonus to the roll.
Special: If you are only targeting one creature with this attack, then you gain a +2 bonus to your attack roll against it.
