You send an arcane arrow at your enemy, sucking power from his armor and giving it to your allies.
4e Power Usage::Daily  Arcane, Implement
4e Power Action Type::Standard Action	Ranged 20
Target: One enemy and one ally in range
Attack: Dexterity Vs. Will
Hit: 4d12 + Dexterity modifier damage. The enemy suffers from a 3 penalty to AC (Save ends), and the ally gets a power bonus 3 to AC until the end of the encounter.
