You reach within the vastness of the Elemental chaos and let out a breath of frigid air, binding the victim in icy manacles, chilling her to the bone.
4e Power Usage::Encounter  Arcane, Conjuration, Implement
4e Power Action Type::Standard Action	Ranged 5
Target: One creature
Attack: Wisdom Vs. Reflex
Hit: 2d6 + Wisdom modifier cold damage, and the target is either immobilized until the end of your next turn.
Water Preferrence: The target takes penalty a penalty to AC and Reflex equal to your Intelligence modifier until it is no longer immobilized.
