4e Power Action Type::Standard Action	Ranged 15
Target: One enemy within range.
Attack: Intelligence Vs. Will
Hit: 1d4+Intelligence modifier damage.
Effect: The target is immobilized (save ends). While immobilized, the target receives a -2 penalty to attack rolls.
